Baggage missing in Turkey: PIR, expenses and claims
Report missing luggage before leaving the airport and keep your documents. Check essential purchases, claim deadlines and liability limits.
Start at the baggage desk
When the belt stops without your suitcase, check nearby belts, oversized-baggage collection and bags removed from the conveyor. Compare the tag before taking a similar bag. Then contact the airline’s baggage service or handling agent before leaving the arrivals area.
Terminal lost property and checked baggage that did not arrive are different matters. If the desk is closed or you have already left, use the airline’s official reporting channel immediately and keep evidence of your attempts. An online tracing report does not remove written-claim deadlines.
Get a PIR and check your details
A Property Irregularity Report records the problem and gives you a tracing reference. Have your boarding pass, baggage tag, flight details and identification required by the carrier ready. A missing tag should not stop you reporting: provide the ticket, photos and a clear description.
Describe colour, size, material, brand, straps and distinguishing details. Keep the PIR copy, case number, official tracking link and baggage-service contact. Confirm your accommodation address, working phone and email; update them when moving hotels.
Ask whether delivery is possible: customs rules may require airport collection. On connecting journeys keep all flight details and the tag to the final destination. Start with the last carrier’s desk and ask who handles the case. A PIR is not approval of compensation. Turkish Airlines: baggage tracing and delivery

Essential purchases and urgent medicines
Ask the airline for its reimbursement procedure. Buy what you actually need while away from your bag: basic toiletries, underwear, modest clothing or essential children’s supplies. Keep itemised receipts and explain the need. There is no universal daily payment for every carrier.
An expensive replacement is not automatically reasonable. Returning home may change what is necessary. Ask for written instructions rather than relying on a verbal promise.
Tell baggage services about essential medicines, but do not wait for tracing to finish if treatment is urgent. Contact a doctor or pharmacist with a prescription or packaging photo; seek emergency care for an immediate health risk. Insurance assistance and approval of expenses are separate processes.
Damage: complain in writing promptly, no later than seven days after receiving the bag.
Delay: submit the written claim within 21 days after the baggage is placed at your disposal.
Non-arrival: after 21 days beyond expected arrival, or earlier admission of loss by the carrier, you may enforce contractual rights for loss.
The last point is not the same filing deadline as the claim for a bag returned late. Make a loss claim promptly. The Convention’s two-year limit for court action runs from the specified end-of-carriage event; it does not replace the shorter complaint deadlines. Get advice on jurisdiction and procedure if the dispute continues.
The two years run from arrival at destination, when the aircraft ought to have arrived, or when carriage stopped; the court’s law governs calculation.
What the limit means
The ordinary Convention baggage limit is 1519 SDR per passenger, effective 28 December 2024. ICAO: current liability limits It is not an automatic payment or a separate allowance for every suitcase. SDR is a unit of account; do not treat it as a fixed amount in pounds, dollars, euros or lira.
Support actual loss with an inventory, purchase dates, values, receipts, statements and photos. Age and wear may affect valuation. A special declaration of higher value and any charge must be arranged before checking the bag.
Rights depend on the journey and applicable law, not reading language or nationality. Check local rules for a standalone domestic flight. Flight-delay compensation is a separate matter from baggage loss.
Send a separate written claim
Use the airline’s official baggage channel, attaching the PIR, route, dates, tag, evidence and a precise request for expenses, repair or loss. Keep the text, attachments, submission date and acknowledgement. Pegasus: baggage claim rules
If the answer is missing or unclear, ask for a written explanation and identify the appropriate dispute route. Do not present a baggage case as a SHY-YOLCU flight-delay complaint. For successive carriage the Convention allows claims against the first, last or relevant carrier; the ticket seller is not automatically the only addressee.
Travel or card insurance may have separate reporting deadlines, excesses and exclusions. Declare airline payments so the same loss is not reimbursed twice.
Bellboy’s advice
Photograph the suitcase and contents, remove old tags and keep medicines, documents and valuables in cabin baggage within aviation restrictions. If cabin baggage is checked at the gate, remove essential items first.
The Istanbul connectivity guide explains preparing internet before travel. You can install a blueSIM eSIM before flying after checking compatibility and package conditions. Data access does not provide a local number, ordinary calls or SMS. Give the courier a reachable phone number or agree an email contact.
When the bag returns, inspect it and record the delivery date. Close tracing and reimbursement as separate tasks.
