Dubai Airport Terminal 3 now offers 24/7 International Driving Permit issuance. Here is who can use it, where to go and which documents to bring.
Dubai International now has a 24-hour service issuing International Driving Permits. The permit can be processed at the Customer Happiness Centre in Terminal 3 Arrivals, with an announced completion time of no more than five minutes.
The short answer: the service is for UAE citizens and residents who hold a valid UAE driving licence. Bring your Emirates ID, valid UAE licence, a passport copy and a personal photograph.
This is useful before an overseas trip, but an International Driving Permit is not a standalone driving licence. It supports and translates the information on a valid domestic licence and must be used together with it.
Where is the service?
Issuance is available at the Customer Happiness Centre in the Arrivals area of DXB Terminal 3. The centre operates 24/7. Before travelling, confirm the current desk location through airport signs or an official information channel, as routes within the terminal can change.
Prepare the required items: Emirates ID, a valid UAE licence, a passport copy and a personal photograph.
Who is eligible?
UAE citizens;
UAE residents;
holders of a valid driving licence issued in the UAE.
A visitor with a foreign licence cannot use this counter to turn that licence into a UAE document. The relevant rules are those of the country that issued the licence and the country where the visitor intends to drive.

The official airport-service announcement lists this specific set. Other application channels may request additional copies or photographs, so do not assume every provider follows the identical checklist.
How long is the permit valid?
An International Driving Permit issued in the UAE is valid for one year. It does not extend the life of the domestic licence: an expired or invalid UAE licence cannot be replaced by the international document.
How much does it cost?
The official announcement for the Terminal 3 service does not state a price. Figures around AED170 appear in descriptions of other issuance channels, but they should not automatically be treated as the airport counter’s fee.
Confirm the current charge with the operator before visiting. This is more reliable than publishing an estimate as a fixed official tariff.
