Lost a Russian passport in Turkey: steps for returning home
A guide for Russian citizens who lose their passport in Turkey. Prepare the consular documents and confirm the return route with your airline.
Who this guide is for
This guide concerns Russian citizens who lose a Russian international passport in Turkey. If your passport is issued by another country, contact that country’s consulate.
A photograph, scan or certified copy does not replace a border-crossing document. For returning to Russia, the usual temporary document is a certificate of entry (return) to the Russian Federation, known in Russian as SNV. It is not a replacement international passport for continuing a holiday elsewhere.
Check the last places
Check the safe, pockets, bags, reception, taxi and transfer vehicle. Contact the rental company, clinic or bank if you showed the passport there. Write down when and where you last saw it. A quick check should not delay reporting an evident theft.
If a passport turns up after an official loss report, do not assume it is valid again: confirm its status with the competent authority. Do not confront a suspected thief. Call 112 if there is an immediate threat to your safety.
Report the loss or theft
Report to the nearest Turkish police station. Request written confirmation and check your name, date of birth and the circumstances recorded. Ask for an explanation or translation before signing text you do not understand.
Pasaportumu kaybettim. — “I lost my passport”. Pasaportum çalındı. — “My passport was stolen”. Polis tutanağına ihtiyacım var. — “I need a police report”. Show remaining copies and photo identification.
The police report records the incident; it does not establish Russian citizenship for the consulate. Confirm whether it is needed in your consular application and whether a translation is required. Contact the consulate in parallel, especially with a flight approaching. If cards or a phone were also lost, separately secure your banking and accounts.
Contact a Russian consulate
Russia has a Consulate General in Antalya. Use its official contacts and return-certificate instructions, confirming appointment hours and the urgent procedure before travelling. Elsewhere in Turkey, consult the official list of Russian missions and ask which office to contact.
Provide citizenship, name, date of birth, current location, loss circumstances, flight date, remaining documents and information about children travelling with you. Do not post passport scans in an open chat or send them to an unverified intermediary. Use the consulate’s confirmed channel.
An adult applicant attends in person. Preparing a form online does not mean the certificate is issued remotely.
Prepare the consular documents
Confirm the requirements with the consulate and the current Foreign Ministry procedure. For an ordinary passport loss, prepare the application, two compliant 35 × 45 mm photographs and your Russian domestic passport if available. One photograph goes on the application, with another supplied separately.
If you lack a domestic passport, ask about written statements by at least two Russian citizens confirming your identity and citizenship. Witnesses submit them personally for consular certification; sending their passport pictures in a chat does not replace this step. Insufficient evidence leads to additional checks.
A scan of the lost passport, a driving licence and other Russian documents assist checks but do not guarantee issue without verification. Antalya’s consulate asks for available copies of the lost passport’s identity page and the domestic passport’s identity and residence-registration pages.
For a child, confirm proof of Russian citizenship and the representative’s authority and identity documents. A birth certificate alone may not sufficiently establish citizenship. The child attends the application. Foreign documents may require legalisation and a certified Russian translation, depending on the document and applicable treaty.
Organise remaining documents and details before contacting the consulate. AI-generated illustration, not a photograph of a consular appointment.
Form, timing and cost
You can prepare the form at the official reentry.kdmid.ru portal. A form is also available at the consulate. If you cannot print or access the portal, agree how to apply rather than delaying contact. Reading this guide in English does not alter the official form’s language requirements.
Antalya’s consulate states that no consular fee is charged for the certificate. Photographs, translation, transport, accommodation and a replacement ticket may cost extra.
Section 12 of the current Ministry procedure sets limits from registration of the application: up to two calendar days without additional checks; up to ten for additional checks without the further requests specified in the procedure; up to fifteen for checks involving those requests. This does not guarantee departure on your booked flight. Confirm registration and which verification process applies.
The certificate is issued for the period needed for returning, normally no more than 15 calendar days. Check the expiry date printed on your document. Its validity period and the time taken to issue it are separate matters.
Confirm the flight and route
Tell the airline promptly, and the tour operator if applicable. Confirm certificate acceptance, booking-document changes, ticket rebooking and any pre-boarding checks. Do not wait until departure time.
Check Turkish exit formalities for your actual immigration status with the consulate, carrier and competent Turkish authorities. A connection requires separate checks of the transit country and every carrier. Direct return generally involves fewer checks; no particular itinerary can be promised acceptable in advance.
Do not buy a complicated replacement journey before documents and conditions are confirmed. Losing a passport does not itself create the same compensation rights as an airline-caused cancellation.
Insurance and arrival in Russia
Ask your insurer’s assistance service whether your policy covers document loss, an interpreter, transport or a changed ticket. Where possible, obtain confirmation of particular expenses before paying. Coverage is not guaranteed, and consular issuance does not promise payment of travel costs.
Under section 29.3 of the current procedure, hand the return certificate to the organisation that issued the lost passport within three days of arrival at your place of stay or residence in Russia. The order does not say “working days”; do not assume weekends extend the period. Then arrange a new passport. The return certificate is not a document for your next foreign holiday.
Bellboy’s advice
Keep copies and contacts offline with access protection, and store the passport separately from cards. For Antalya, prepare internet and money for arrival. For maps, official websites and messages, install a blueSIM eSIM before travel after checking device and plan conditions. A data package does not imply a local number, ordinary calls or SMS; consular or emergency calls need an available telephone line.
Confirm three things: where to apply, when and which document will be issued, and which route the carrier accepts. Do not rely on a scan to fly, or an intermediary promising to bypass official checks.
