Restaurant bills in Turkey: tips, cover charges and payment
Check your order, prices and extra lines before paying. Understand the 2026 rules, voluntary tips and practical steps for a disputed bill.
What you pay for
Ask for an itemised bill: Hesabı alabilir miyim? means “May I have the bill?”. Compare it with your order and menu. A duplicated drink does not by itself prove dishonesty; point out the particular line first.
Turkey’s Trade Ministry announced on 30 January 2026 that restaurants, cafés, patisseries and similar businesses cannot require additional service (servis ücreti), table (masa ücreti), cover (kuver ücreti) or equivalent charges. Putting the fee on the menu does not make it permitted. You pay for ordered food and drinks; tips remain voluntary.
Cover charges, bread and water
Kuver is associated with table setting and small accompaniments. The Ministry specifically excludes charging for appetisers and drinks served before ordering without the customer’s request. This does not make every bread basket or bottle free: an item you order at a clear price is payable.
Before eating an unsolicited item, ask Bu ikram mı, ücretli mi? — “Is this complimentary or charged?”. Ask for unwanted items to be removed. Distinguish food you ordered from a compulsory charge simply for being served.
A tip is your choice
You can leave a voluntary amount, round up or leave no tip. Do not treat a percentage as a legal requirement. If adding a tip by card, agree the amount and check the terminal total. The business should not select it for you.
Read the menu before ordering
Current Ministry guidance requires visible prices at the entrance. A QR menu may be used at the table, but a physical menu must be supplied on request. A phone and connection should not be a condition for seeing prices. Prices are shown in Turkish lira, TL or ₺.
For fish or meat, ask whether the price is per portion, 100 grams or kilogram. Agree the weight and total before preparation, rather than relying on a spoken headline price.
Compare items, quantities and prices before paying. AI-generated illustration, not a photograph of a particular restaurant.
Check the bill in five steps
Compare ordered dishes, portion quantities, drink sizes, each item’s price and the sum of the lines. Then check for a compulsory fee. Keep a record of menu prices for an expensive order.
Bu kalem nedir? — “What is this line?”. Biz bunu sipariş etmedik. — “We did not order this”. Hesabı kontrol eder misiniz? — “Could you check the bill?”. Request a corrected bill before authorising payment.
Card payment and currency
Check the amount and currency on the terminal. Merchant conversion into your card’s currency, DCC, requires your choice and disclosure of the rate and markup. Decline DCC if details are missing or you feel pressured. Paying in TRY leaves conversion to the card issuer; it does not promise no bank fees or the best exchange rate.
If the terminal reports an error, ask for the transaction result and receipt, check your banking app and contact the issuer if needed. A pending hold is not a settled debit. Do not repeat payments blindly; agree the verified result and next payment step with the restaurant. Your card’s currency depends on the card, not the language you read.
If the bill remains disputed
Ask calmly for the manager. Keep the menu, bill, payment proof, business name and address, date and disputed amount. For price-rule violations the Ministry lists provincial trade directorates, municipalities and relevant chambers. Reporting a violation and claiming a refund are different procedures.
For a monetary consumer dispute, check the official Tüketici Hakem Heyeti guidance, jurisdiction and current value limit. Applications are written, submitted in person, by post or via e-Devlet/TÜBİS when you have access; visitors are not promised portal access. The guidance allows foreigners’ passport or foreign identity numbers and requires contact details, seller information, the amount in TRY and the remedy requested. Confirm document and language requirements with the receiving body. A refund is not guaranteed.
Resolve payment rather than walking out or escalating an argument. Call 112 if threatened or prevented from leaving; a normal pricing dispute is not an emergency.
Bellboy’s advice
Save useful phrases and the menu offline. If arriving in Antalya, prepare internet and money for your first hour. For QR menus, maps and translation, install a blueSIM eSIM before travel after checking phone compatibility and plan conditions. A data package does not imply a local number, ordinary calls or SMS; use an available telephone line for bank or emergency calls.
A clear price before ordering and a corrected bill before paying save more trouble than a dispute after authorisation.
