SIM, eSIM and phone restrictions in Egypt: a tourist guide
Your SIM format does not determine your phone’s status. Understand IMEI checks, the 90-day tourist exemption and what to do if service stops.
In Egypt, distinguish between the mobile line you buy and the status of the phone itself. An eSIM is a way to install a SIM profile, not an exemption from device rules. An Egyptian eSIM and a foreign travel eSIM using roaming may look similar in settings but fall into different situations.
For a short holiday, first choose the right connection. If you plan to use a local line, clarify the tourist exemption for your phone. If service has already stopped, do not rush to pay a fee: establish whether the device is restricted by IMEI, the data package has expired or the line has a problem.
Local SIM, home-network roaming or travel eSIM?
Local tourist SIM or eSIM. You sign up for an Egyptian operator’s line. You need the documents and the correct subscriber category; neither a plastic card nor a downloaded profile overrides device rules.
Foreign SIM in international roaming. Your foreign line connects to a partner network in Egypt. Data, calls and SMS cost what your tariff specifies. No device fee does not mean free mobile service.
International travel eSIM. Often this is a foreign provider’s roaming data package. Check which operator issues the profile, how it operates in Egypt and what is included. Buying online does not automatically make an eSIM foreign.
Apple distinguishes local and international travel eSIMs: some offers provide data only. Check a local number, ordinary calls and SMS separately. Messaging over the internet and receiving a code on your home number are different services.
How IMEI relates to a network restriction
IMEI identifies the equipment, not the SIM number. Egypt’s Telephony system lets you check device registration and any fees. A restriction on a phone’s access to a mobile network is different from a locked screen, a blocked account or an exhausted data allowance.
There are also two registrations to distinguish. Registering a local line with your passport identifies the subscriber to the operator. Checking IMEI and applying an exemption concerns the device. NTRA’s rules for SIM sales to foreign nationals require registration in person with a valid passport and proof of lawful stay. Confirm the documents for your trip and keep the agreement: buying a SIM does not itself settle the phone’s status.
NTRA’s statement of 20 January 2026 distinguishes the tourist exemption from the general grace period of up to 90 days from activation to regularise an imported device. They are not the same. The earlier general exemption for one phone carried by a passenger ended at noon on 21 January 2026; the tourist exemption remained.
Who can receive 90 days, including on a return visit?
According to question 2 of Telephony’s current FAQ, a foreign tourist using a foreign SIM can use the device without this fee. With an Egyptian SIM intended for tourists, a 90-day exemption may be obtained on each visit. This concerns a tourist and their connection, not every foreign resident.
Example: you return to Hurghada for two weeks with the phone you used in spring. If you want a local SIM, tell the operator about the return visit and ask how the tourist category and exemption are confirmed for your device. Keep the reply and enquiry reference. Assume neither a lifetime “90 days per phone” limit nor an automatic reset when you cross the border.
The general FAQ does not give a complete procedure for every foreign tourist’s case, including an IMEI already restricted. If the operator cannot confirm the process, ask Telephony before paying. Eligibility and its correct application to a particular device are separate steps.
Egyptians living abroad have a separate FAQ entry and contact procedure. Do not apply it automatically to foreign tourists. For a long stay or a change of status, clarify your category rather than relying on repeated tourist extensions.
If the phone worked in Egypt before, or has two IMEIs
“I have brought this phone before” is not enough. What matters is when and with which line it was used, whether the system has a record and whether an exemption was registered.
The official NTRA guide published in January 2025 says the new arrangements do not apply retrospectively to phones already activated before the system began. It specifically addresses dual-SIM devices: if at least one IMEI was registered before 1 January 2025, activating the second SIM does not require a new fee. Simply having the phone in Egypt, or a past trip with a foreign SIM, is not proof of that registration.
Find all IMEIs in the device information or with *#06# and check each one. Do not substitute the EID: Apple’s instructions list these as different fields. If one IMEI shows a fee and another does not, ask official support. Moving a SIM between slots is not a solution, and two charges should not be paid without clarifying their basis.

blueSIM: change network without changing eSIM
You can choose a travel package in blueSIM beforehand and install it with a stable internet connection after checking compatibility and when validity starts. For the particular Egypt package confirmed by the service when this article was prepared, Orange, Etisalat and Vodafone are available. While the package is valid, you can manually select among these partner networks in your phone’s settings without replacing or reinstalling the eSIM.
If one network’s connection is unsatisfactory in a particular place, you can try another available network from that list. This does not guarantee coverage by all three everywhere, a constant speed or 5G. Automatic mode should not be described as continuously selecting “the strongest signal”.
For manual selection, open the relevant mobile line’s settings, find network selection, switch off automatic mode and choose a supported operator. Menu names depend on the model. O2’s official iPhone instructions also warn that a manually selected network losing coverage means loss of connection. Choose another network or return to automatic mode.
This changes the access network, not IMEI registration. It is not a guarantee against device restrictions. Before buying, check the current network list and the particular package’s terms.

If service is already restricted
Regain access to information. Use trusted Wi-Fi, open your package terms and operator messages. Save the full notice, date and enquiry reference.
Separate the line from the device. Check remaining data, package validity, the line selected for data and roaming settings against the provider’s instructions. For a local SIM, confirm the subscriber connection’s validity. A “no service” icon alone does not establish the cause.
Check the phone’s status. Access Telephony through the official website and check every IMEI. Do not pay simply because someone quoted an amount in a chat.
Contact the right support. Ask your provider about packages and settings; ask Telephony about device registration, the tourist exemption or disputed fees. Explain that you are a foreign tourist, give your current entry date and mention earlier use of the device if relevant. Send documents and identifiers only through a verified official channel.
Confirm the next step. If a charge genuinely applies, check the amount and payment method in the official system. If eligible for an exemption, request the procedure. An intermediary’s promise to “unlock it forever” does not replace the system’s decision.
Telephony contacts: short number 15380, email contactus@telephony.gov.eg; the website lists official WhatsApp channels. If ordinary calls do not work, use email or the listed messenger over Wi-Fi. For telecom service complaints, NTRA has a complaints channel, short number 155. Keep the complaint reference.
Do not post your IMEI, passport, eSIM QR code or payment details in a travel chat. If installation or the app fails, describe the error in an official enquiry instead of installing an unfamiliar APK from someone’s link.
Before you travel
Check eSIM support for your exact model and that the phone is not carrier-locked; see Apple’s travel instructions above for iPhone.
Establish whether you are buying a local line or a foreign roaming profile. Check data, number, calls and SMS separately.
For a local tourist SIM, clarify how the exemption applies to your phone and a return visit.
Keep all IMEIs, earlier registration or exemption confirmations, package terms and support contacts securely.
Install the eSIM with stable internet and configure the line as instructed. Do not delete the profile as the first troubleshooting step: ask the provider whether reinstallation is possible.
Download your hotel address, transfer details and maps for offline use.
Keep enough information offline to find your terminal and meeting point without mobile data. If you will book rides in Hurghada, also check what to do when a taxi driver asks for more than the app price. A working data connection helps you save the booking and contact support; receiving a login SMS remains a separate requirement.
Bellboy’s tip: before paying, ask two separate questions: “What does my connection include?” and “What is my phone’s status?” Clear answers to both are more useful than a promise that one SIM or eSIM solves everything.
Device rules, exemption procedures and package conditions may change. Checked on 15 October 2026. For a disputed IMEI or tourist status, request confirmation from Telephony; ask your line provider about connectivity terms.
