Your first home in Dubai for 1–3 months: costs and terms

Temporary housing gives you time to settle into Dubai. Compare the full cost, documents, checkout terms and listing checks for visitors and newcomers.

Your first home in Dubai for 1–3 months: costs and terms

Your first home for a month or a quarter should give you time to understand the neighbourhood, paperwork and everyday routine. Before paying, establish three things: the legal accommodation arrangement, how much money you need for the entire stay, and what happens if your plans change.

The practical approach is to compare written offers for the same dates and occupants. Calculate non-refundable costs separately from money temporarily tied up in deposits. Choose departure and extension terms along with the apartment: a low monthly rate is little help if you must pay for time you no longer need.

First establish what you are being offered

“Monthly” and “all-inclusive” do not define the accommodation arrangement. A furnished apartment might be a Holiday Home, accommodation in a licensed hotel or a normal residential property under a tenancy contract. Ask for the arrangement to be named in the offer and for the corresponding documents.

Holiday Homes and hotel accommodation

A Holiday Home requires a DET permit for the specific property. The operator and guest have their own contractual relationship; Article 14 of the 2020 rules requires a copy of the contract for the guest and agreement on payments. Under section 5.10 of the DET guide, the guest check-in document covers a maximum of three months, subject to renewal. This can suit your first quarter, but does not promise free cancellation.

A hotel apartment is a different arrangement. Ask for confirmation of its hotel status, the exact room type and long-stay terms. Do not apply a Holiday Home fee rate or document to a hotel simply because both have a kitchen.

Ordinary residential renting

A short term does not automatically turn a tenancy contract into tourist accommodation. The tenancy law provides for written contracts and registration of applicable agreements; DLD describes the Ejari process. If offered an ordinary three-month tenancy, establish beforehand whether your contract can be registered, which documents are required and who handles utility connections. Do not accept “less than a year means no Ejari” as a general rule.

An annual contract paid monthly remains an annual commitment. Do not sign one for your first two months until you have calculated the consequences of leaving early. A detailed contract check is covered in our article on long-term renting in Dubai.

Visitors and people moving to Dubai have different needs

If you are visiting for a limited period

For a visitor, housing needs to fit the dates of lawful stay and the check-in requirements for every guest. Paying for three months does not extend a visa or give permission to work. Entry and status requirements depend on citizenship and the basis for your stay, not the language of the listing.

The Holiday Home operator registers guests at check-in. The DET system instructions explain entering their details. Establish the document list before paying: have your passport ready and, if you are a resident, Emirates ID details where applicable. Do not assume that visitors must have an Emirates ID or that every residential contract can be arranged using a passport alone.

If Dubai is becoming your home

For someone relocating, temporary housing is a base while choosing a permanent neighbourhood and completing personal procedures. Intending to move does not mean you already hold residency. While paperwork is underway, you can consider guest accommodation under its rules; later, ordinary renting with the applicable documents.

If you need an address for a bank, employer or family procedure, ask that organisation which document it accepts. A Holiday Home booking, hotel invoice and Ejari are not interchangeable. A promise that “this document works for everything” should not drive your purchase.

For ordinary renting, DLD's Ejari service lists a unified tenancy contract and, for applications through a trustee centre, the applicant's Emirates ID. Requirements depend on the channel and representation. This is a reason to check your own circumstances, rather than conclude that visitors are barred from every kind of renting.

How to obtain the full cost for the entire stay

Request a dated quotation identifying the exact property, arrival and departure dates, number of adults and children, AED currency and offer validity. Clarify what “month” means: a calendar period, 30 nights or another unit. Obtain separate calculations for 31 nights, several months and an extension.

The offer should show two totals: your expenditure for a normal stay through the agreed checkout, and how much must be transferred or blocked before access is granted. A deposit belongs in the second total; it becomes an expense only to the extent of justified deductions.

  • Accommodation: the price for the whole stay, payment schedule and extra-night rate. For an annual tenancy, compare the contractual commitment, not just the first payment.
  • One-off payments: booking, agent or platform commission, administration and mandatory final cleaning. Each item needs an identified recipient and basis; identical labels do not necessarily describe identical services.
  • Taxes and charges: what is included, what is added and the calculation base. Request a complete invoice, not just “plus taxes”.
  • Everyday services: water, electricity, cooling, gas if present, home internet, cleaning and linen. Specify included services and examine each proposed extra separately.
  • Access: parking, access cards, keys, passes, pool and gym use. Check charges for early arrival and late checkout too.
  • Deposits: security, utilities or a card hold. Record deduction conditions, the post-checkout inspection deadline and refund method.
  • Departure and changing plans: penalties, non-refundable booking payments, shortening the stay, extensions and a possible additional move.
  • Your costs outside the invoice: travel to work or school, taxis, laundry if there is no washing machine, bank currency conversion and transfer fees.

Compare offers using: accommodation + mandatory non-refundable payments + applicable bills + expected everyday costs. Then add refundable deposits separately to the money needed at the start. Do not treat a promised deposit refund as money available to pay for your next home.

Which payments depend on the accommodation arrangement?

Holiday Homes

Article 8 of Decree 41/2013 requires Holiday Homes to be supplied with electricity and water without additional costs for guests. A separate “DEWA on top” line therefore needs clarification. Check cooling, internet and other services separately; an ordinary tenancy works differently.

According to the DET guide, Tourism Dirham for a Holiday Home is AED 10 per room per night in Standard and AED 15 in Deluxe. The fee calculation rules limit it to the first 30 consecutive nights of a continuous stay. For one chargeable room over 30 nights, that is AED 300 or 450. This is a fee calculation, not a market rental price; hotel apartments may have a different category and rate.

If you stay continuously for 60 or 90 nights, do not automatically multiply this charge by two or three. An actual checkout and new check-in changes the circumstances. Ask the operator to show the category and number of chargeable rooms and nights on the invoice; do not assume the fee is already included in the monthly rate.

VAT and hotel supplements

The FTA tax guide distinguishes ordinary residential premises from hotel and serviced accommodation: the residential rental VAT exemption cannot simply be applied to a serviced apartment with additional services. Ask whether applicable 5% VAT is charged, on which items and whether it is included in the total. For hotels, check service charges and municipal fees separately; do not add a single hotel percentage to every Holiday Home.

Ordinary renting with your own utility accounts

As of the check date, DLD lists a total Ejari fee of AED 177.75 through its website/Dubai REST and AED 220 through a trustee centre. This is the official procedure with listed service components, not the agent's entire commission. Ask for any extra paid assistance to be itemised separately.

If you open your own utility account, DEWA lists an AED 2,000 deposit for an apartment; activation charges are separate. Do not add ordinary tenancy connections, consumption bills, cooling, internet and their deposits to a hotel guest's budget without a basis. The sequence is explained in Ejari and DEWA after renting.

For ordinary renting, the official UAE portal also lists Dubai Municipality's housing fee at 5% of annual rent. Check whether and how it applies to your property bill. This housing fee and Tourism Dirham are different payments, not a universal pair of supplements on every monthly booking.

The contract must explain how you can leave

Three scenarios matter especially in the first months: leaving early, staying longer or finding that the apartment differs from the agreed offer. Obtain a written answer for each before paying.

  1. Check the exact property and dates. Any possibility of substituting the apartment, the reason and the alternative standard must be clear beforehand.
  2. Separate cancellation before check-in from early departure afterwards. Clarify deadlines, deductions and refunds of prepaid unused days.
  3. Agree extension terms: when to request it, at what price, whether you can keep the same apartment and how the new period is documented.
  4. Record the deposit terms: who receives it, what deductions are permitted, how damage is evidenced and when the balance is refunded. Do not confuse it with non-refundable accommodation payments.
  5. Check living rules: occupants, pets, visitors, smoking, contractor access, repairs, outages and the responsible contact.

The DET guide does not support promising an automatic accommodation refund after early departure. Read the complete booking terms. For an ordinary tenancy, DLD explains that a valid contract generally cannot be ended solely because one party wants to; agreement or a legal ground is needed. So “monthly payments” does not mean “I can leave any day”.

How to check a listing before transferring money

Match the property, authority and payment recipient

For a Holiday Home, request the operator's name and permit showing the address, apartment number, validity and category. The DET rules require advertising to display the approved name and permit number. A permit for another apartment, or only the company's trade licence, does not establish the position of your property.

If contracting directly with the owner, check their details and the property through DLD title deed verification. If a representative acts, request evidence of authority. Check the agency in the licensed brokerage firm register; ask the individual broker for their broker card and verify it through DLD/Dubai REST. The documented name, contract party and payment details need an explainable connection.

For a sublet, ask on what authority the tenant is offering the property. Article 24 of the tenancy law provides for written owner consent unless otherwise agreed by the parties. Holiday Home activity also needs the corresponding permits. A room or bed-space offer cannot be presented as a complete Holiday Home: the decree requires the property to be let as a whole.

Check more than the photos

Request a current viewing or continuous video of the exact apartment: entrance, unit number without publicly revealing personal details, all rooms, furniture and appliances. Establish whether that specific apartment is available for your dates or the photographs merely illustrate a category.

For a month of working from home, check the desk, lighting and actual Wi-Fi inside the apartment. For a family, check beds, kitchen, laundry and rules for children. During a viewing, run the water and air conditioning, check for leaks and noise, and establish a fault-reporting contact. Photograph defects and the inventory on handover day and send confirmation to the operator.

Check a listing's “metro” claim using the route from the door to the station. For a later permanent home, use our separate guide to choosing a Dubai neighbourhood around everyday life; the point here is to check a suitable temporary base rather than create another district ranking.

A missing document, mismatched unit number, “pay now” pressure or unknown recipient is a reason to pause payment and ask for an explanation. None proves fraud by itself. Do not send identity documents to a random chat before establishing the party and purpose of the request.

A message before booking

Ask in one message: “Please confirm the exact property and accommodation arrangement for my dates. Send the full AED total with separate taxes, fees, commission, cleaning and deposit; what utilities and internet include; check-in documents; cancellation, early departure, extension and deposit refund terms; the contract party, permit or Ejari process, and payment details.”

A useful response lets you reconstruct the calculation and check the documents. If you receive only a photo, a monthly figure and an account number, you do not yet have enough information to decide.

When those first months really help

Before paying, four things should align: an authorised arrangement, the exact property, the full amount and clear exit terms. At check-in, add an inventory of the condition and confirmed access. Before the stay ends, decide whether to extend or move to the next home.

Temporary housing need not become your permanent home immediately. Its job is to give you somewhere to live normally and time for the next decision without a rushed annual commitment. If relocating, keep a separate budget reserve for the next deposit and the gap between two apartments.
